I have the honour to acknowledge your letter of the 23rd instant, with its enclosures, relative to the British Steamer "Arratoon Apcar" (938 Tons) which in January last conveyed 2,000 Chinese from Swatow to Singapore - her legal complement being only 370.

2. This was a gross breach of the Imperial Chinese Passenger Act 1855, and legal proceedings were commenced against the master on his return to Hong Kong. They were, however, compromised by his paying a fine of £100 and costs.

I have the honour to acknowledge your letter of the 23rd instant, with its enclosures, relative to the British Steamer "Arratoon Apcar" (938 Tons) which in January last conveyed 2,000 Chinese from Swatow to Singapore - her legal complement being only 370.

2. This was a gross breach of the Imperial Chinese Passenger Act 1855, and legal proceedings were commenced against the master on his return to Hong Kong. They were, however, compromised by his paying a fine of £100 and costs.
